They point at the empowered and their school to place the blame for the rogues and their monsters. Countries have fallen apart though not at the fault of the rogues but at their own accord while others have picked up their pieces. Dorms

The dorm building is located on the same campus as the school but isn't as close to it as the school buildings are. They are a good walk 5 minute or so walk but the school provides a shuttle bus for those who don't want to walk.
